Tennessee Referee Pathways
Choose the new-referee, returning-referee or development route appropriate to you. Tennessee Soccer publishes the certified-referee process, course availability and registration instructions. For the Hawks Orange Badge route or local assignments, use “Become or recertify as a Non-USSF Game Official (usually under age 13)” to find the nearest course. Completing a statewide course does not automatically place you on the Hawks schedule.
Your First Hawks Match Day
Before traveling, check your accepted assignments in Assignr, including kickoff times, venues, field numbers and roles. Read the applicable age-group rules and any assignment notes. Bring your required uniform and equipment.
Sign in at concessions at least 15 minutes before kickoff using the referee check-in sheet. Confirm your assignments and any updates with the designated referee contact, then complete your pre-match checks and discussion with the other officials. Keep enough time between assignments to reach your next field ready to start.
After your games, ensure your score cards are fully complete and submit them in the score card dropbox in concessions. If you are delayed, cannot attend or are uncertain about an instruction, contact the assignor immediately.
Referee Standards & Responsibilities
Arrive prepared, apply the rules impartially and treat everyone with respect. Keep assignments and availability up to date. Tell the assignor about any conflict of interest, uncertainty over your role or issue that could affect an assignment IN ADVANCE. Protect private information and use the proper reporting channels. Ask for help when you need it; learning and accountability are part of refereeing.
Field Diagrams & Signals
Review the markings, referee signals and assistant-referee signals used for your assignment. Match your preparation to the game format and your role. Check the Hawks field map separately for the actual location and number of your pitch.
Rules
Use the IFAB Laws of the Game together with the competition rules adopted for your Hawks division. Youth formats may have specific requirements for game length, player numbers, substitutions, restarts and other aspects of play. Read the published Hawks Rule Book before the game and ask a member of the Soccer Committee, your referee Assignor or Referee Mentor if anything is unclear.
Uniform & Equipment
You can buy uniform and equipment from several sources including Official Sports International and local stores such as Soccer Village in Franklin. Your kit should include the appropriate referee shirt with backup color(s) available and badge, shorts, socks, footwear, whistle, timing device, notebook and writing materials, spare score cards and flags for assistant-referee assignments. Bring water and suitable weather protection.
Positioning & Teamwork
Prepare to move with play, maintain a useful view and communicate clearly with the other officials. Before kickoff, agree responsibilities and signals for the assigned crew. Use the training materials for your role and seek feedback through the Hawks referee team as you develop.
Scores, Game Cards & Incident Reports
For U6 and above, record the score on the match score card and have each head coach verify it at the end of the match. Submit completed forms in the Score Card Dropbox at concessions when your matches for the day are finished.
A head coach protesting a result must note the protest on the match card and submit it in writing to the Soccer Director within 24 hours. Referees should record the match facts accurately; the scorecard process does not replace any separately required incident report.
For misconduct or another reportable incident, record the game, time, location, people involved and the relevant actions or words. Alert the appropriate on-site official promptly when immediate action is needed. Submit sensitive details through the designated reporting route, not a public team chat.

referee FAQS
How old do I have to be to become a referee?
You can start your refereeing journey with the Hawks at age 11! Our participation in TN's Orange Badge Program means you can start at age 11. The Orange Badge Program introduces young officials to refereeing and helps them build confidence, learn the rules and develop leadership skills. Orange Badge Officials can referee small sided recreational games and typically start with our U4 and U5 age group.
At age 13, you can then pursue full U.S. Soccer referee certification. You must be at least 13 when registering and complete the required training before receiving certified referee assignments.
Whether you’re starting with an orange badge or ready for certification, contact our Referee Assignor to find your next step.
Can I referee if I also play or coach?
Yes – just be sure to tell the assignor about your commitments and any teams or people that could create a conflict for an assignment. Ensure you update your availability with times of your own matches and be sure to keep enough time between commitments to prepare properly. How do I receive and accept games?
Hawks uses Assignr for referee assignments. Complete local onboarding, keep your availability current and review assignment notifications. Accept or decline as soon as possible once you receive an assignment. If your availability changes after you accept, contact the assignor promptly to request removal. Will someone help me when I am new?
Contact the Hawks referee team to discuss the support available for your pathway and experience. We have mentors on site that are there to work with you and help guide and support you.How much will I be paid?
Hawks match fees depend on the division and assigned role. View the current fee table here, showing center referee, assistant referee and Orange Badge fees where applicable.
When and how will I be paid?
Payment is made through the Assignr App within one week of completing the assignments. Ensure you have your Assignr account fully set up with W9 and bank account information to receive payment. Contact your Referee Assignor if a completed assignment is missing or a payment appears incorrect. What if weather cancels my game?
If weather forces a cancellation you will be notified via the Assignr app. Please ensure you have your notifications switched on to stay up to date. We advise checking your assignments in the morning before traveling. If you are already at the venue, follow the on-site instructions. Do not assume a game is canceled from the forecast alone, if you have not received a notification assume the game is being played.
Who do I call on match day?
For urgent assignment, arrival or equipment issues, contact our Soccer Director, or the Referee Mentor assigned for that day. For routine questions, use the Contact your Referee Assignor. For immediate danger, call 911 and alert on-site staff.

Disagreement Is Part Of Soccer. Abuse Is Not!
Hawks has a zero-tolerance approach to referee abuse. Physical and non-physical abuse, public attacks, intimidation, threats, discriminatory language and confrontation have no place in our game. Players, coaches and spectators all have a part in creating a respectful match day environment. Referees may suspend or terminate a game when spectator behavior creates an unsafe or hostile environment, and authorized Hawks officials may require a spectator to leave.
If a concern arises, use the proper reporting route. Do not confront an official or encourage others to do so. Referees should report abuse and ask for support from the on site Soccer Committee or other designated Hawks staff member..
